So far companies can't outwit groups of determined shitlords, they make new innuendo, new memes, new groups.
The people companies hire to make lists or moderate content or whatever the grunt work may be, these people are outsiders to the groups they are moderating, and they can't see the meaning(s) that insiders have hidden.
And so, it isn't a matter of resources. Just different groups of people, and the strategy that has been used so far doesn't work because the groups are different.
